The Teesdale Landfill is currently operated by Council under Environmental Protection Act (EPA) regulations which set standards for protection of the landfill environs.
The EPA, as part of ongoing improvements to waste disposal, has introduced “Best Practice” Management Regulations which has seen many changes to acceptable landfill methods including changes to:
• the protection of groundwater,
• containment of waste within landfill cells,
• suitability of capping materials,
• dust emissions and odour control along with other requirements of reporting and monitoring on landfill operations.
Historically, Council has supported the major proportion of the landfill’s operating costs with income generated from the levels of waste accepted at the landfill each year. However the new regulations, which all future landfill operations must comply with, would see an unsustainable increase to Council’s operating costs by approximately 300%.
The increased costs to meet new EPA regulations and the cost of ongoing landfill operations at the Teesdale Landfill facility could not be met by the income from the low to moderate volumes of waste received at the site annually and Council could not justify supporting continued operations.
Council will no longer accept any waste disposal after 1 July 2011. Planning for rehabilitation works for the entire site will then commence.
Landfill alternatives after June 2011
Golden Plains Shire’s other landfill site at Rokewood (unaffected by new EPA regulations at this stage) will continue to operate and open on Fridays and Sundays as usual.
Alternative waste disposal options for ratepayers include: transfer stations operating in Ballarat and Geelong and a private landfill site at Fyansford.
